It's not based on "what can you do for me."
But if guys can visually evaluate women, and decide that they don't like "fatties" or "small tits" or "no ass" or whatever... Why are ladies criticized for knowing what they like in the penis department?
I'm a tall woman, long-waisted, and there's just an acceptable range. I've tried having sex with guys with small penises and it just hasn't worked out. It's not any fun for either of us.
I would never exclaim, "Wow, that's a small penis" at someone.. But I certainly would avoid sleeping with him.

Damn man... sorry to hear that... all I can think of is 1) get a penile enlargement surgery
2) use a medically supported extension/traction device
3) accept it...

Sadly, this is rather common. Has our society stooped so low as to evaluate a person's worth based on what they can do for us?
This particular situation has not happen to me, but other equally inconsiderate comments and actions have from the rank and file of women on sites like POF and others. I often wince when the profile says "No Bagage" for often this means they themselves are over flowing with stores of that guy that just wronged them and have the kids to prove it.
